No, the phone does not come unlock however it can be using certain websites but it unreliable and it will always ask or forced to originalback up. So for how much you spent on this phone I wouldn't advise it

keep in mind that the link MikeATL provided is for Virgin Australia. Virgin Mobile USA will not unlock phones for you. Unless of course the FCC (or whomever it was) gets their way.
They say that it is locked, but all you need to do to unlock it is to do a full backup in iTunes, pop in the new SIM, then do a full restore. You can confirm this here: https://community.virginmobile.com.au/t5/Phones-knowledge-base/How-do-I-unlock-my-Apple-iPhone/ta-p/80
However, Virgin does have a $35/mo no-contract plan that gives you unlimited data, unlimited texts, and 300 voice minutes. If you use more voice minutes than that regularly, you can switch to a Google Voice number and use the VoIP option on the GV Mobile+ app (or Talkatone, or various other options). So basically, unlimited everything for $35/mo.
The phone is locked to Virgin. It would be illegal to unlock it. It is designed for the bands on the Sprint USA network and would not work well in other countries. All the folks in other countries trying to evade taxes by unlocking American phones should not target Sprint network phones.
So can some one confirm that you can unlock the phone from Virgin mobile in order to use it with another carrier?
I found this, but i'm not from USA to prove that.
It does not come unlocked but u can do it, there are steps on this website
