You dial someone's phone number, their phone will ring and if they pick up the phone you can talk to them. If they cannot answer then you might get an answering machine or voice mailbox, in which case you should leave them a message. Sometimes you might call someone and it just rings and rings forever, this is more often the case with the very elderly, but most of the time you can leave a message.
You may also find that occasionally your phone will ring. This means that someone is trying to call you. If you answer the call you can have a conversation. You can also send the call straight to voicemail if you aren't able or willing to answer it at that time.
