Yes, you can easily change from one payLo plan to another payLo plan but there are some things that you need to know before switching plans. Here is your answer from the Help FAQs at http://virginmobileusa.custhelp.com

You can change plans as your needs change as long as your account is active. And you will lose any unused minutes when you switch plans. So it's a good idea to use up all your minutes before you make the switch, according to the Help FAQs. Note that you will not be able to return to any expired plan (no longer offered) if you decide to change plans.

http://virginmobileusa.custhelp.com/app/answers/detail/a_id/3324/kw/switching

HERE'S HOW
Log into your account. [MANAGE MY ACCOUNT at the top of this page.] On the Account Overview tab click on 'Change My Plan'. From there you can see the plans that are available for your phone and change it, if necessary.

Or click 'SUPPORT' at the top of this page and ask Virgin Mobile's Customer Care.

You will have data access all month or until you've used your 30MB of data. Additional data is $1.50 per MB. According to Virgin Mobile, 1MB of data is equal to around 100 web pages, but sizes vary. So, 30 megabytes is about 3,000 pages.
http://virginmobileusa.custhelp.com/app/answers/detail/a_id/3257

You can see a record of your Mobile Web Usage inside your Virgin Mobile account. Click MANAGE MY ACCOUNT at the top of this page. Click on 'Data & Web' to Mobile Web Usage history.

Images/Pictures, audio, and video on web pages use more data than text. Using the Opera Mini Browser instead of the built-in browser you can adjust what objects can be downloaded to your phone. You can set Opera to display no images, smaller, medium, or hi quality images. Opera also displays webpage size at the bottom of the screen as the page is loaded. The web browsers on the payLo phones won't download audio and video.

Question
How do I sign up for the $90 plan that will keep my line active for a year?
I live abroad and need my phone intermittently throughout the year. When I signed up I read somewhere that by paying $90 this line would remain active for 365 days even if it's not being used. Now I can't find this info anywhere.

SERVICE IN USA ONLY
First, Virgin Mobile USA phones work strictly within the USA.

Virgin Mobile USA phones use the Sprint Nationwide Network which extends ONLY throughout the 48 U.S contiguous states, Hawaii, Washington DC, Puerto Rico, and US Virgin Islands. The Virgin Mobile USA phones do not roam across other phone networks either. For these reasons the Virgin Mobile USA phones work strictly within the USA and when located outside the USA, will not send/receive calls or messages nor provide web access. There are no options available to use Virgin Mobile USA phones outside the USA.

Sorry, all the Beyond Talk AND payLo plans are month-to-month. Near the end of your month you should get a Virgin Alert reminder that it's time to Top-Up. You can use a Virgin Mobile Top-Up card, credit/debit card, or a PayPal account to pay for your next month of service. Select MY ACCOUNT on your phone or click TOP-UP at the top of this web page to start the process.

If you are worried about missing your payment date you can pay up to one month in advance.
http://virginmobileusa.custhelp.com/app/answers/detail/a_id/5571

Or you can set Auto Top-Up to automatically pay every month from your credit/debit card or PayPal account.

EXPIRED BASIC RATE PLAN
The payLo Service Preserver Program lets you keep your Virgin Mobile account active for one year without a payment. The Service Preserver Program does not provide any minutes, messages or web access. The Service Preserver Program can only be used with the Basic Rate plan and cannot be used with any other payLo or Beyond Talk plan. You still need to keep a balance in your account to use your phone according to your Basic Rate plan. The money you add to your account to qualify for Service Preserver Program is yours to pay for calling, texting, messages, web access, ringtones, etc.

See details for Service Preserver Program here:
http://www.virginmobileusa.com/legal/terms-of-service-paylo#paylo_service_preserver_program
http://www.virginmobileusa.com/help-support/1yearofservice.html

► System Update: Service Preserver Program
     • Monthly Plan Customers: Effective 12/31/12, Monthly Plan customers will no longer be eligible for the $90 Service Preserver offering.
     • Pay As You Go Customers: Effective 12/31/12, Pay As You Go Plan customers who want to take advantage of the Service Preserver offering must
add the $90 to their account all at one time (in one single transaction).
       http://virginmobileusa.custhelp.com/app/answers/detail/a_id/5745

► Virgin Mobile's offer for the Basic Rate plan, also known as Pay As You Go, expired as of Jun. 24, 2013. The Basic Rate plan is no longer available to new customers nor to current customers wishing to switch plans.

Current customers with the Basic Rate plan active in an account will be grandfathered and can keep the plan until the plan is discontinued as long as they don't change plans or let their accounts expire. If a current customer with an active Basic Rate plan changes to a monthly plan($20, $30, or $40 per month) the Basic Rate plan will no longer be available to them.

You currently have a Beyond Talk phone with a Beyond Talk plan. You will need a payLo phone before changing to the $40 per month payLo plan.

Buy the payLo phone. Then do a phone swap from your Beyond Talk phone to the payLo phone. You'll be prompted to change plans. But there are some things that you need to know before switching plans. If you don't wait until the end of your month you will lose any minutes in your current Beyond Talk account. According to the Terms and Conditions:

• Virgin Mobile and payLo accounts are maintained separately. If you switch between a Virgin Mobile service plan and a payLo service plan, your Virgin Mobile or payLo account (as applicable) may be closed and you may be given a new Virgin Mobile or payLo account (as applicable).

• You may switch current service plans, including between Virgin Mobile and payLo. When you switch service plans, you will not receive a refund of any portion of any previously paid service charges and you will lose all of your remaining unused minutes, messages, and data allotment.

• Some service plans are available only on certain phones.

• The payLo plans are only available when setting up a payLo phone from Virgin Mobile USA. None of the payLo phones have Android.

HOW TO DO A PHONE SWAP
Here's Virgin Mobile's answer from the FAQs:
Swap your Virgin Mobile phone online

If you're a current Virgin Mobile customer and you've bought a new phone, you'll need to do a phone swap to switch your mobile number to the new device. There is no charge to complete this transaction online.

Simply click here to log into My Account [MANAGE MY ACCOUNT at the top of this web page] with your phone number and 6-digit PIN. Choose Swap Phones from the 'I Want To...' menu on the right of the Account Overview tab. Next, you will need to enter the ESN number from your new phone and follow the steps to complete the phone swap.

Question
Can I just add money as needed or do I have to choose a plan?
I only need my phone for short calls and I don't need text messages so I'll disable incoming texts. Can I just add $5 or $10 here and there and pay by the minute?
