Yes, the LG Rumor Touch is capable of GPS.
The Google Maps and Virgin Mobile Navigator apps should be preloaded on the LG Rumor Touch. There are extra charges. Here are some answers from the Help FAQs at http://virginmobileusa.custhelp.com/

If the Location Icon appears at the top of your screen (it looks like a compass in the shape of a square), your phone is enabled to get your location and work with Navigator. If the Location Icon has a slash through it, your phone is not enabled to get your location, and Navigator will not work on your phone.
Note: Not all phones display the icon on the main screen, so if you don't see the icon, please refer to your phone's user guide.

The first time you launch Navigator, you'll be asked to accept the terms of service. Then, you'll be reminded to turn the location setting to 'Location On'. By default, the Location setting is enabled. After that, you're all set to start using Navigator.
